Kerning is how much space there is between two letters.
Tracking is the overall spacing between each word.
Leading is the spacing between each line.
The designer used tracking when he/she compressed all the words close together. Leading is also used since there is minimal space in some areas of Obama's face, while in other areas the leading is more spaced out.
